Tomat – A review of lessons learned and impact measurement since the project’s inception
Between 2021 and 2025, the Tomat web platform was developed as a shared digital solution for food voucher programs, with the aim of improving access to healthy, local and affordable food for those experiencing food insecurity. Designed and tested as part of the Local and Integrated Food System in Montreal (SALIM) program, the project was developed in response to the specific needs of organizations working in the field.
By replacing paper vouchers with rechargeable cards and a transactional web platform, Tomat has improved program efficiency, reduced administrative burdens, facilitated impact measurement, and fostered collaboration between organizations, local businesses and local producers. Rolled out in 2023, the platform is now used by several partners across Canada.
This report outlines the stages of the project’s development, the results observed and the lessons learned from this social and technological innovation initiative. It also provides an overview of the next phases of Tomat’s development beyond SALIM, and is intended for any organization considering implementing collective digital tools to benefit the population and create a fairer, more inclusive and sustainable future.
